creating new version of vocabulary by Ramakrishna P Mittapally

To add new version of vocabulary generally we copy the previous version and keep adding new vocabulary as new version. the problem doing this is the vocabulary that we copied would refer to the older version of the dll's and do not refer new version of dll's.

the work around currently would be export the vocabulary as xml and change the xml manually to refer newer version of dlls.

this could be simplified as the vocabulary should dynamically refer newest version of dlls.
