When adding a file to a bug report form for Visual Studio, when the Connect form was accessed _from within Visual Studio_, the attach a file does not work.

The same bug report can have files attached when the Connect form is accessed from a browser, instead from within Visual Studio. In other words, starting a browser and navigating to the bug report, then executing the last 3 steps below, works as expected.

Reproduction Steps
Start Visual Studio 2012 RC.
HELP / Report a Bug
Fill out a bug report form and submit.
Expand the report.
Click "Attach a file".
Click "Select".


Expected Results
File Open dialog should appear.

Actual results: Nothing happens.
