When publishing changed files in Expression web 3, and include subsites is checked in Publishing properties the Publish arrows are not shown if there are no changed files to Publish in the root web, regardless of the status of any files in subsites.
it is often desirable to Publish all changed files in the entire website in one "hit", but this bug prevents any subsites being published, except individually.

Workarounds:
The only ways to publish changed files in subsites if there are none in the root web are:
1) ensurethat at least one file in the root is changed - deliberately dirtying a file is not a good practice.

2) Publish the subsites individually. This can be time conuming, and is definitely inconvenient if there are several subsites to consider.

Change files in a website that has subsites, ensure that some files in the subsites are changed.
In the Publishing screen:
Set Publishing Settings to ignore subsites, thus ensuring only the root web is published.
Publish the root web
Change the publishing settings to include subsites when publishing.
Set the View drop down to Changed Files, and notice the publish arrows are not available.

Hi Ron,

Thank you for bringing this to our attention. You are correct that the code that displays the file/folder list in the Publishing View is not displaying any information from subsites. That's pretty much the way the code is designed, a design we didn't modify in Expression Web 3.

Regrettably, when we set up the new "what-you-see-is-what-you-publish" scheme, we forgot to include this eventuality, so you're also correct that if nothing has changed in the main site, the center publishing buttons are disabled and you cannot publish anything, even if something in the subsites has changed.

The only workaround that I'm aware of, other than opening affected subsites individually, is to convert the subsites to folders and selectively exclude any folders you don't wish to publish. Or add a new temp file to your master site specifically to enable the center buttons, a file you can delete or ignore after you have published.

We've had a lot of negative feedback on the whole "what-you-see-is-what-you-publish" change and are currently reworking that design for the next version. Unfortunately, any changes we make in this area will have to wait until version 4. I apologize for the error and for the inconvenience you are experiencing.
