When you have 2 startup websites, like:
1: www.microsoft.com
2: www.live.com

...Internet Explorer won't display the first one, www.microsoft.com, in No Add-Ons Browsing mode, because the No Add-Ons Brwosing mode assign it for itself. This would looks like:
Tab 1: about:NoAdd-ons
Tab 2: www.live.com

...But correctly it should be displayed as:
Tab 1: about:NoAdd-ons
Tab 2: www.microsoft.com
Tab 3: www.live.com

Please try to reproduce this issue in No Add-ons mode and answer the following 2 questions. You can find the No Add-ons shortcut under All Programs > Accessories > System Tools > Internet Explorer (No Add-ons).  Click here for more information.

1) Make sure that you have 2 startup websites.
2) Open an No Add-Ons Browsing session.
3) Look at the taborder. The first startup website should be repalced with about:NoAdd-ons. The second startup website should be open in the second tab.

No Add-Ons browsing sessions should not replace the first startup website with about:NoAdd-ons.

12. What are the actual results? Click here for more information.
IE replace the first startup website with "about:NoAdd-ons".
