Cannot download any files using IE9 or IE10 by TRock5150

I have turned off all automatic updates from Microsoft to keep from having my IE version upgraded automatically! I require the ability to download files for my classes, as well as using that function for downloading transactions and balance information from my bank site. IE8 works just fine... IE9 and IE10 both block ALL download attempts. The only message returned is 'Download failed'. I'm runing Windows 7 Ultimate (32 bit).

If you have a fix for this, I'd be more than happy to upgrade!
