Description

I cannot get any links to 'open in a new window'.
'open in a new tab' works perfectly.
I have the popup blocker disabled.
I also cannot revert to ie9 as have no 'Microsoft windows' or 'internet explorer' entries in 'view installed updates'.
I have an 'internet explorer 10' checkbox in 'turn windows features on or off' and if I turn it off ie is disabled, but I cannot install anything (eg ie9) over it as the installer says there is already a version (or newer version) installed.
I am also unable to enable/disable ie 'add ons' eg java as the buttons are both disabled.

i am now using ie11 preview v11.0.9432.0is
I have reset to defaults, rebooted, reset to defaults again and rebooted again, tried the regsrv32 on various dlls as advised by 'fixes' for this issue on older versions, all to no avail.
It will not 'open in a new window'.

Perhaps you could advise what you might set up to try and make this behaviour happen so that I can check for that ?

There are no instructions online that allow me to revert to ie9.
I do not have an 'installed update' to uninstall.
I do not have an 'internet explorer' section in 'installed updates'.

I am currently running 10.0.9200
I always have windows update working.
I will consider trying ie11beta as that cannot be worse !
