Hello zxf323,

Windows 7 does not support handling of rotated MP4 content. For example, if the same MP4 file is played in Windows Media Player, it won't rotate the content either, whereas the same content will play correctly on Windows 8 and above.
This is a known limitation, which was fixed in Windows 8 and newer OS releases. The only known workaround is to re-encode the content using transcoding tools with zero rotation.
We will close this out as "By Design".
