No, this is new to the most recent version
When you open the Action Center you can find the low quality drop-down icons, whereas when you look at the Resource Manager, you'll find good quality icons.
As seen in my attachment with this thread.
The fact is that the Windows Dev team has just migrated all other feature with good resolution pictures/icons from Vista to Win 7 and then to its current version. But in the Action Center the icons have a distorted look in the UI perspective. Also check with any other icons(if it persists, with low resolution)
