User(s) can reproduce this bug
In the Notes section of help there is a typo:
Remote Scheduled Tasks Management (RPC-ERMAP)
Should change ERMAP to EPMAP:
Remote Scheduled Tasks Management (RPC-EPMAP)

Also, I was able to use Invoke-GPUpdate against a Windows 7 machine without this firewall rule enabled:
Windows Management Instrumentation (WMI-IN)
The help says that it is required. I only enabled the first two rules stated in the help:
--Remote Scheduled Tasks Management (RPC)
--Remote Scheduled Tasks Management (RPC-ERMAP)

The following parameter text needs a comma after ", in minutes":
-RandomDelayInMinutes <Int32>
Specifies the delay, in minutes that Task Scheduler will wait, with a
random factor added to lower the network load, before running a
    scheduled Group Policy refresh.
