emails to not get sent/delivered when running under task scheduler

A script which loops through users and sends email notifications based on conditions does not reliably send the notification email to users when run under task scheduler. This same script runs without issue manually. I've also noticed that when run manually the script runs in a few seconds to a minute while under task scheduler it frequently runs for over an hour before completing.
How often does this happen?
Have you seen this problem before in this product?

if expiration < 15 days send email to user via Send-MailMessage cmdlet
The number of expiring user passwords vary on a daily basis, but when running the script manually I get between 10 and 50 accounts. When run under task manager this is normally 1-4 instead. The email notification is currently BCC'd for validation so I do see all emails which are sent.
