New-WinEvent performance considerably slower than Write-EventLog

User(s) can reproduce this bug
Running sample code at https://github.com/randomvariable/logstash-windows-eventlog/blob/master/logstash/test/Test-EventLogFast.ps1 results in around 1500-1900 events generated per second.
Replacing the use of the legacy Event Logging with New-WinEvent leads to events being generated no faster than 20 per second.
Test done on a circa 2011 Core i5.

No, this is new to the most recent version
1. Run https://github.com/randomvariable/logstash-windows-eventlog/blob/master/logstash/test/Test-EventLogFast.ps1
2. Run https://github.com/randomvariable/logstash-windows-eventlog/blob/master/logstash/test/Test-EventLogFast.ps1 with modifications to use New-WinEvent
Number of events per second should be similar or higher.
