Cannot resume workflow after reboot without logging into the machine

When using a PowerShell workflow without remoting, Restart-Computer will require you to log into the machine you are running it on in order to continue. When using remoting, this is possible by using the credentials to the machine as you know

Yes, this happens in all previous versions
Create a workflow that includes a Restart-Computer step, and a task to restart that workflow. That task must be configured to run only when the user is logged on to the computer; that is the only way the workflow will continue.
When not using remoting, Powershell workflows should not require the user to logon to the computer to resume.
