In previous versions you could install with just an sa sql account.
In 2008, if you select mixed mode, it still requires a domain account as a sql server administrator.

Steps to Reproduce
In database engine configuration, select mixed mode and enter and confirm the sa password. Click next
Actual Results
setup returns an error saying it needs at least 1 administrator
Expected Results
setup should continue
