Install Error SQLWriter - SQLDUMPER library failed initialization.

User(s) can reproduce this bug
During a clean install an error box is shown with the following message With the title "SQLWriter" and the message "SQLDUMPER library failed initialization. Your installation is either corrupt or has been tampered with. Please uninstall then re-run setup to correct
This does not stop the install even if you don't press OK.
I have looked a the log file but can't see anything wrong, and the server appears to be working.

Steps to Reproduce
Take a clean Windows XP SP virtual machine.
Install the patch for Windows 3.1 (KB893803) with the command line switches /passive /norestart
Install the .NET 2.0 Framework with the command line switches /Q:U /C:"install /qb!
Reboot if needed (KB893803 does but this does not affect the problem)
Install the SQL Express 2005 with the command line switches
-q:u /norebootchk /qb /L*v "path to log" reboot=ReallySuppress SAPWD="AStrongPassword" DISABLENETWORKPROTOCOLS=0 SECURITYMODE=SQL INSTALLSQLDIR="Path to SQL Root" INSTALLSQLDATADIR="Path to SQL Root" INSTANCENAME="OURINSTANCE" ADDLOCAL=SQL_Engine
An error box will show during / end of the SQL VSS WRITER step. This does not block the install proccess.

I am quite disappointed from Microsoft about its offering and persuading of its new application “Office Accounting Express 2008”. After quite a long time of installation the “Free Trial” a final message informs me that my current OS configuration is not able implementing “Office Accounting Express 2008”. Nice, really. And what now?
Why is it not possible to check in advance whether this application has a chance to be established on the user’s PC or not???? The users want to have a slender system. Thus, they will remove via “Add and remove software” the newly implemented SQL server 5 with the effect that the system answers with “SQLDUMPER library failed initialization” next time they re-boot. It follows an additional work time necessary only to bring the system to the state before. Really the “Free Trial” was an “Abject Trial”.
