Setup will not complete because the rule "Previous releases of Microsoft Visual Studio 2008" failed. Clicking on the "failed" link tells me "Upgrade Microsoft Visual Studio 2008 to the [sic] SP1 before installing SQL Server 2008"

[Resolution added after initial Connect post] I had not found the Release Notes file when I posted this. Now I see this issue is addressed there, and explained in http://support.microsoft.com/kb/956139.

Steps to Reproduce
Completely uninstall Release Candidate 0.
Run RTM Developer Setup.
Follow instructions:
say yes to the install of prerequisites;
reboot;
restart Setup;
specify instance name
select features to install,
specify directories to use,
specify service accounts and passwords

Actual Results
Setup is blocked because the rule "Previous releases of Microsoft Visual Studio 2008" failed. Clicking on the "failed" link tells me "Upgrade Microsoft Visual Studio 2008 to the [sic] SP1 before installing SQL Server 2008"
Expected Results
Setup succeeds. If there is an additional prerequisite, it should be on the RTM media, or it should be accessible online, as was the case for .NET Framework 3.5 at the beginning of the setup process.

Another option is that at the very beginning of setup, the first set of prerequisite fails. In no case should setup proceed for this long and then be blocked.

I also did not select any of the following as described in the KB article and still get the same problem

For example, do not select the Analysis Services, Integration Services, or Business Intelligence Development Studio features.

Wait for the 11th I guess

What a big statement! I can not even install it to my developer computer to compile my apps for it so I can TEST it!
