When you right click and open the properties of the user, securable option is flashed instead of general

Go to the database and Create a user
right click and click properties

securable is flashed on the screen

general should be flashed on the screen.

Not a major flaw but the tool behavior is not consistent

Behavioral change - crap. Please say it is a bug. Your statement is not aligned as per the F1 help.

Thanks for the report. There is a behavioral change however the securable information is one the main property information for each database user. We are closing it as won't fix unless we found a significant business issue with this case.

In prior version general is opened not any other option.
Every right click , always open the general first... If securable need to be opened, place it at the begining.
This is a clear bug.

Thanks for reporting this issue. I can reproduce this issue on SQL 2012 SP1. Let us know if this is a behavior is different from previous versions of SQL Server
