I have set up SSRS 2008 R2 report with data layer and map layer. Viewport is set to "Centre map to show all databound elements", with Zoom level % set to a parameter, default = 100.

When viewing maps with the Map Distance scale = 1 mile or as low as 15m/55 ft. The scale does not match the underlying map (Bing map or aerial) in the current example Truck trailer known size = 13.2 m long in aerial map appears as only ~5 metres according to scale

Steps to Reproduce

Use data set layer to drive map layer, filter to small geographic area. Measure known distances on map or aerial eg distance between intersections or length of truck trailers, use map distance scale to convert to known units. compare with real map or known dimensions

Actual Results

13.2 metre truck trailer appears to be 5 m.
On another map, select data, map zoomed to show data, but when change the zoom to 10%, the map zooms out but scale remains the same. Looks as thought the scale is tied to the dimensions of the geog data set, not to the map that is shown

Expected Results

Scale should adjust to correspond to the map layer shown
