When viewing a SSRS 2008 report in a Hard Page Break Renderer (PDF, Print Preview, etc), when the detail row of a report spans pages (typically detail rows containing large or "blob" type text fields), the header rows associated with the group in context will not repeat despite having set the properties of the static rows to "Repeat On New Page".

Even adjusting the KeepWithGroup rules in conjunction with this property results in the same behavior.

Steps to Reproduce

Create a tablix with some groups.
Set all group headers to "RepeatOnNewPage" where appropriate.
The detail row of the data set should be a large item (preferably a text field with many paragraphs) that will span pages.

Actual Results

In Normal View, the header will repeat as desired.
In Print Preview/PDF Export, the actual repeating of headers is unpredictable. Often it will not appear on the page where it is intended.

Expected Results

In Print Preview/PDF Export, headers should always repeat where the user has specified them to repeat.
