When using the KeepWithGroup "Before" property on the static row of a group footer in some SSRS reports where the group in question spans several pages, if there is a rule to page break between instances of that group, it is not honored and a new group will begin on the same page of an ending instance.

Steps to Reproduce

Create a tablix and several groups.
Create a large group footer within a group where your data set will return several pages.
Set the "KeepWithGroup" property of the static row of the group footer to "Before".
Set the properties of the group to break pages between instances.

Actual Results

In Hard Page Break Renderer (Print Preview, PDF), report will not break the page between groups as it is designed, rather it will start a new group on the same page.

Expected Results

Page will break at the end of the group footer, between groups, as requested.
