Activation procedures are executed by SQL Server system processes and don't have connection properties, so it's impossible to control their resource usage by Resource Governor.

Proposed Solution

In Resource Governor classifier function there should be an option to classify Service Broker activation procedures based on originate database id and/or contract/queue name.
