Report Builder 3 violates the Windows UI guidelines by preventing the display of an auto-hidden Windows taskbar via mouse positioning when Report Builder is maximized.

Steps to Reproduce

Set Windows taskbar to Auto-Hide.
Open Report Builder.
Maximize Report Builder.
Move mouse to where the taskbar should be triggered to appear.

Actual Results

Taskbar does not appear.
Ctrl-Esc must be used to display the taskbar.

Expected Results

Taskbar should appear.
