Cannot get SQL Server Reporting Services 2012 to recognize a report template it created by maryxxxx

Description

After trying many times, I still cannot get SQL Server Reporting Services 2012 to recognize a report template it created. See http://www.bidn.com/blogs/PatrickLeBlanc/ssis/2780/how-to-create-reporting-services-2012-report-templates for a common write up on how this is done.

After installing SSRS 2012 SP1, I noticed that the ProjectItems\ReportProject subdirectories were missing from C:\Program Files (x86)\Microsoft Visual Studio 10.0\Common7\IDE, so I created them.

Then I put the RDL file in the proper location:

C:\Program Files (x86)\Microsoft Visual Studio 10.0\Common7\IDE\PrivateAssemblies\ProjectItems\ReportProject

However, SSRS 2012 still can't find the report template. What's up? I'm using Windows 8 (not listed as an OS below)
