Description

Executing

EXEC ('SHUTDOWN')

causes

The SHUTDOWN statement cannot be executed within a transaction or by a stored procedure.
Msg 0, Level 11, State 0, Line 35
A severe error occurred on the current command. The results, if any, should be discarded.

I believe this is a bug. An internal server error might indicate data structure corruption.

Thanks for filing this feedback.

The behavior you observe is by design. We do not support the SHUTDOWN command within a transaction.
The "severe error" message you see is not indicative of an internal error. It is simply how this error is reported.
