This valid C++11 constexpr code compiles with gcc and clang, but fails with msvc 2015 update 2 (also tested with latest online Compiler version: 19.00.23929.0 (x86). Last updated: Apr 4, 2016).

According to standard, std::put_time(&tm, "%z") should output offset from UTC in the ISO 8601 format (e.g. -0430), instead it outputs time zone name, just like std::put_time(&tm, "%Z").
