When SSService.exe is initiated, System Event Log shows SideBySide Event ID 99 with description "Resolve partial assembly failed for Microsoft.VC80.MFCLOC. Reference error message: The referenced assembly is not installed on your system."

Steps to Reproduce
1. Run Visual Studio 2005 Setup
2. Uncheck everything
3. Check Visual SourceSafe 2005 so it is the only component installed
4. Allow install to complete
5. Run SourceSafe Admin
6. Use Server | Configure | LAN tab to turn-on "Enable LAN Service for this computer"
7. Run Event viewer
8. Open System event log

Actual Results
Log shows SideBySide Event ID 99 with description "Resolve partial assembly failed for Microsoft.VC80.MFCLOC. Reference error message: The referenced assembly is not installed on your system."
Expected Results
This message shouldn't be logged? Perhaos MFCLOC should have been installed, or perhaps SSService.exe should not be trying to resolve the assembly? This doesn;t seem to have any obvious effect but then I'm not seeing any significant change in performance when using the LAN booster service
