User(s) can reproduce this bug
From the Start page, when the app first loads, there is a section where you can click a link to a set of instructions. The section is called "Getting Started" I have clicked these, and it brings up Microsoft Document Viewer.

In that viewer, I invariably get an "Information Not Found" page. I installed the MSDN Help doc, and I followed all the suggestions on that page, but nothing works.
