Sometime when I start my Click Once application I have an exception "The referenced assembly is not installed on your system. (Exception from HRESULT: 0x800736B3)".
After this message, I can't restart my application, and if I uninstall with "remove program" my application doesn't uninstall.
I found many post to solve this problem, but none to describe the causes.
The only solution is to uninstall all Click Once applications (if the application wants to uninstall), deleted the folder "%userprofile%\Local Settings\Apps", and reinstall all my Click Once applications.

In my environment we use 5 Click Once applications from 180 sessions (computers and terminal server sessions), and problems occur on several computers and on different applications.

It happens spontaneously and I would like to know the cause.

I join the log file from Click Once.

Please reopen this bug, We have over over 600 people using a click once application and nearly weekly we have this issue happen.

Why is this issue closed? I can still reproduce it and as I can see deleting the app folder as not a solution at all. Please provide a hotfix. From the forum (steps are also valid for me):
Anyway, I can consistently reproduce this exact error message by simply:

1) Install clickonce app.
2) Cleanly reboot the system so everything is flushed/synced/written to disk
3) Publish a ClickOnce update
4) Get the latest update (I got the update programmatically through the app, although it may not matter which way it is gotten)
5) After programmatically getting the app, I shut it down (did not run the latest app, though may not matter).
6) I then yanked power (simulating a BSOD / Powerloss / etc) to cause a hard shutdown

Just hit this on a customer's machine. Had to completely delete the Apps folder to get it working again. Tried mage.exe -cc as suggested in the forums but that didn't help.

Yup! It works. Specifically in my case, the Metadata management studio which uses the Windows Framework is installed each time when we try to access it. If the click once application is installed each time while trying to access it, then you can delete the 2.0 folder and any contents(Located in "%userprofile%\Local Settings\Apps",) When I tried accessing once more, it worked like a charm.

I remember an update to Norton being installed and the antivirus tried to run today when I force shut it down. The error details in my case are below in case anyone's interested.
