Thanks for reporting the issue.

In order to fix the issue, we must first reproduce the issue in our labs. We are unable to reproduce the issue with the steps you provided.

According to your description"When I typed devenv /resetskippkgs I got the error message:
'devenv' is not recognized as an internal or external command, operable program or batch file. "

please try the following steps:

1. In my computer, the VCSExpress is in the following folder

c:\Program Files\Microsoft Visual Studio 9.0\Common7\IDE

Please make sure where that file is located.

If VCSExpress is in that folder, for example,

2. Click Start-> Run, type cmd
3. change directory to c:\Program Files\Microsoft Visual Studio 9.0\Common7\IDE
4. type VCSExpress /resetskippkgs

Please let me know the result at your earliest convenience. It would be greatly appreciated if you could provide us with the result as quickly as possible. If we do not hear back from you within 7 days, we will close this issue.

Thanks again for your efforts and we look forward to hearing from you.
