Thank you for taking the time to file this suggestion. Just a note, it is possible to customize your menus to display commands wherever you feel they are most natural. For example, to move the Modules Window under the View menu.
1. Go to "Tools->Customize"
2. Click the "Rearrange Commands..." button on the Customize dialogue
3. Select "View" from the "Menu Bar:" dropdown
4. Click the "Add..." button
5. Select "Debug" in the "Categories:" column
6. Select "Modules" in the "Commands:" column
7. Click OK
The "Modules" command will now always show in the View menu, and simply be disabled when not debugging.

Hope that helps.
