User(s) can reproduce this bug
The current project does not depend on the System.Design assembly directly. However, one of the component on the form which is referenced by binary only (DLL) depends on .NET 2.0 System.Design.dll. The VS 2010 UI, nor the stack trace, does not support finding the right component which triggers the error.

Steps to reproduce

Existing Visual Studio 2010 .NET 4.0 Client Profile Windows Forms project
Opening a particular existing Windows Form, which contains a component whose DLL references .NET 2.0 System.Design assembly, in Designer mode
An error message is shown instead of the form in design mode.

Unfortunately another part is the reality of schedules and the need to prioritize investments according to the objectives of the product. We have evaluated the issue that you have reported and at this point in the product's lifecycle, it does not meet the criteria to be addressed. This evaluation is carefully done and considers many aspects including the cost of the fix, implications of the change, and the number of reported instances of the issue.

I got this error using this TreeGridView in VS2010: http://blogs.msdn.com/b/markrideout/archive/2006/01/08/customizing-the-datagridview-to-support-expanding-collapsing-ala-treegridview.aspx

The workaround for me was targetting .Net 2.0 framework and referencing the System.Design.dll
