Web setup projects created in Visual Studio 2010 restart the W3SVC even though the RestartWWWService flag is set to False.

Steps to reproduce

Create a C# web application. Then add a new Web Setup Project (under Other project types, Setup and Deployment, Visual Studio Installer) to your solution. In the setup projects File System Editor add the primary output from the web application. In the properties of the web setup project make sure the RestartWWWService flag is set to False. Build the web setup project. When it is installed it will restart the W3SVC. You can see this by checking the event log. Probably have to be on Windows 2003, IIS 6 to reproduce.

W3SVC should not be restarted since the RestartWWWService flag is set to False in the web setup project.
