While attempting to run the web setup so I can install *only* FxCop and Debugging Tools, winsdk_web.exe rudely states:

"SDKSetup encountered an error: Unable to find the file SDKSetup.cab at the installation source. The most likely reason that you received this message is because the source location of your original installation is unavailable. If you installed from a DVD please re-insert the DVD. If you installed from the Internet, please check your connection."

I can state - with absolute certainty - I have never installed SDK for Windows 7 and .NET Framework 4 on this computer.

Some of these tools are only available from the latest SDK. We have no other options:
* http://connect.microsoft.com/VisualStudio/feedback/details/619805/debugging-tools-only-available-via-sdk

But the SDK has outstanding issues:
* winsdk_web.exe error (this issue)
* SAL ('/analyze') is missing (http://connect.microsoft.com/VisualStudio/feedback/details/618344/compile-warning-d9040-when-attemtping-to-use-sal-analyze-under-windows-7-net-4-0-x64-sdk)

Thanks for reporting the issue. This is a common problem which can happen due to inconsistent network/internet connection. You can, however, download the full ISO. This should enable you to install the SDK without any issues.
