Intermittently, I am getting Visual Studio is Busy error. It nevers returns control to UI (or I haven't waited long enough) Need to force quit devenv.exe to continue after a few minutes of waiting

Visual Studio is Busy error. Need to force quit devenv.exe to continue

Expected results

No Visual Studio is Busy error or control returns to user after short time.
