[Problem Description]
I downloaded samples called "WinSamples" from the Microsoft Chart Controls download page. When I opened a few user controls in the Designer, the CPU usage of devenv.exe goes up close to 100%, causing a heavy load on the system. I'm using sample code as it is. The system is restored when I close the project.

[Repro Steps]
The issue is 100% reproducible when you open a few (about four) UserControls included in the ChartFeatures/InteractiveCharting/ of a project on the Designer one by one.

[Actual Results]
devenv.exe keeps using about 99% of CPU all the time and memory usage increases by 4k per second. Some of the user controls opened cannot use memory.

[Expected Results]
The above issue does not occur.
