Description

When loading a (responsive) website with viewport behavior declared via @viewport (@-ms-viewport) rules in a snap-mode window that has previously loaded and resized a website without @viewport responsive behavior, the browser keeps the previous zoom level as the baseline instead of resetting the baseline zoom to 1.0 and then resolving @viewport behavior.

Thanks for providing the screenshots of the behavior. It was helpful while investigating this issue. This appears to be fixed in our after Preview internal builds. The fix should be in the next available update of IE 11.
