Description

This has been a problem in IE since the beginning.

When an object like an image is selected inside a contentEditable element, the resizing handles appear in its corners, but the problem is that if the element is scrolled out of view, the handles remain over any other element in the page and it can block clicking on such elements.

This issue was resolved in Internet Explorer 10 on Windows 8 Developer Preview released on 9/13/2011. Please verify the change and file a new feedback (or reactivate the existing one) if the problem persists.
