Description

The subject says everything. Look at the reproduction steps.

Something that will make it noticeable (put that as the iFrame code) -
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html><head><meta http-equiv="X-UA-Compatible" content="IE=EmulateIE7"/></head><body><input type="checkbox" style="height: 20px; width: 12px;"/></body></html>

Shockingly, this is working-as-designed; for iframes the rule is:

If top is IE9, then everything under it is forced to IE9. If top is [other] then frames may be anything except IE9.
