Confirmed, I can reproduce this bug too. I tested on IE10rp on Win7 and RTM on Win8 desktop. The 404 page DOES NOT produces the retry button to submit form data on all browsers. Check the attached video I uploaded.

@Snowknight26, I uploaded the video file using IE10 on Win7. Try resetting IE via Internet Options > Advanced > Reset. Then close and reopen IE and try again.

Ironically, the 'certain file types' popup on the Attach Files page in Connect does not work in IE10 due to a scripting error. Not sure where to report that so might as well do it here.

The site is up but oh well. I've attached a zip file of the HTML document.

Sorry, I should have tested it more thoroughly. Because my web server is providing the appropriate HTTP 404 header, refreshing works. Please save the source code locally and try again.

If you save the source code locally and try again you will see that the bug is reproducible. For example, if I save the page as C:\temp\test.html, submitting the form takes me to the default Internet Explorer 'dnserror.html' page: res://ieframe.dll/dnserror.htm#file:///C:/temp/nonexistent.html. On that page refreshing/F5 does not work.

Thank you for your feedback.

We are currently unable to reproduce this issue as described.

Refreshing/F5 the 404 page produces the retry button to submit form data on all browsers.

We value your feedback. If you have additional information that can help us recreate this issue — such as a specific url, more detailed steps, test results from different machines, or additional conditions — please reactivate the bug or submit a new bug with more details on how to reproduce the issue.
