I reported this issue because I see this behaviour only in IE10. It works as it should in Google Chrome and Firefox.
Also, I use this kind of input in my project and when I try to submit an invalid form, "Please fill out this field." message flickers (apeears and then immediately disappears and appears again) in IE10, although in Firefox and Google Chrome it works fine. I hope you'll be able to reproduce it: (press "Save Config" button)

The issue you are reporting is by design. The same behavior can be seen in other browsers such as Chrome and although the message dissolves after the second attempt, it does return if user attempts to submit again with nothing in the text box.
