The webpage is an article with text and images above a background image. While scrolling down the page, the background image will flicker with each step of the mouse wheel or arrow key. It looks like IE is trying to scroll the background image along with the rest of the page content.

Fixed it. In IE 11 (v11.0.9600.17690), I unchecked the "Use smooth scrolling" setting in the Browse section, and this corrected the flicker. Additionally, the flicker only occurs when you use the arrow keys to scroll up and down.

This doesn't happen in other browsers. On another note, I sure hope your future browser has better support. This post is almost 2 years old and the only response from MS is "we will be investigating." Did you do the investigation? Do you find anything? It looks like it happens when you set the position to fixed.
