The visual style of IE11 scroll bars on Windows 7 do not match the native Windows 7 Aero theme. The flat scrollbars do not highlight on mouse over. This greatly reduces their discoverability and visibility on no-touch devices (for which Windows 7 was mainly designed). The flat (Modern UI style) scroll bars among other (Aero) UI elements also look inappropriate and unprofessional.

A "system" application IMHO need not and should not carry "replacements" for standard window controls on any platform. It creates a disjointed experience when a window has a split personality, some sections looking "native" and some looking "custom".

IE10 carried it's own scroll bar code/appearance (and there were a LOT of comments on the IEBlog announcement mentioning places where the scroll bars didn't even work properly), and IE11 has continued this. Again, IMHO, IE12 needs to drop this blob custom UI so that the (by now very well debugged) native scroll bars of the underlying platform are used.

Reproduce? Jesus, just install IE10/11 on Windows 7 and look at the scroll bars. IE11 on Windows 7 has Windows 8 scroll bars style. We dont want this style of scroll bars on Windows 7, if you release browser for Windows 7 then use the Windows 7 style/theme, even Chrome on Windows 7 has native looks of scroll bars which is in Windows 7.
