IE11 enables TLS/1.1 and TLS/1.2 by default (yay).

However, in IE11 Preview on Win8.1 preview, clicking the "Restore Advanced Settings" button in Tools > Internet Options > Advanced disables TLS/1.1 and TLS/1.2, leaving only SSLv3 and TLSv1 enabled.

The manifest or registry needs to be adjusted to reflect the new defaults.

This issue has been resolved in the latest internal builds of IE11. These updates will be made available for install in the coming weeks and should resolve the issue. If you install the IE11 GA and you are still experiencing this behavior, please feel free to reopen this feedback or you can open a new feedback with the latest details of the problem.

Per an email thread with CStock, this issue was fixed in post-Preview builds.
