I set the option to open links in a new browser window. when I search and click a link, it opens in a new tab, and doesn't even switch to the new tab. half time I don't think anything even happened after I clicked the link.

I have noticed the same thing.
On IE11 on Win8.1, when you open a link in a new tab, it thinks its a pop-up and if you have pop-up blocker set at High, the link will not open in a new tab - unless you allow pop ups on that site. This did not happen pre-8.1 and doesnt happen on Win 8.1 RT. What gives??

Hello Gkeramidas,
At this time we will go ahead and close out this feedback as no repro. If you are still able to reproduce the issue can you please reopen this bug and provide the following:

1)    IE version and build number listed in the Help|About dialogue
2)    Steps and settings you used when configuring your browser.
3)    Screenshots or screen recordings would be incredibly helpful to us in our investigation.

Best regards,
The Internet Explorer Team

Hello Gkeramidas,

Thank you for providing feedback about your experience with Internet Explorer. To help us complete our investigation of the links not opening in new windows as expected we have a few questions.

1.    What version of Internet Explorer are you using?

2.    Can you provide us with the steps you performed to configure IE to open a new browser window.
(We want to make sure we configure our system the same way for testing)

3.    You mentioned 'when you search and click a link it opens in a new tab' can you explain the search process.
(Are you searching from an application that is not Internet Explorer, or do you have a search engine open in one tab and when you click the link it opens the search result in a new tab)

4.    When you click are you clicking the left mouse button, wheel, right mouse button and selecting from a context menu, are you holding down any keys like the Shift button when you click.
(the more details we have will increase our ability to replicate and investigate the issue)

Any screen shots or a screen recording of the issue would also be very helpful.

Best regards,
The Internet Explorer Team
