From IE 9,  IE always looks the same.
It still saves the pages at lowest speed comparing with other browsers and is completely unresponsive during this process.
sometimes opening a new tab causes the browser to freeze and sometimes hitting minimize button renders browser into a similar situation.

I use IE 11 (version number is 11.0.9600.16384) on Windows 7 x64 ultimate edition with SP1 and I used IE 10 before that. I always used to disable all plugins, add-ons and accelerators except for IDM integration which is part of Internet Download Manager program. My Computer specification are as follows:

System name: Dell Inspiron 1564.
CPU: Intel core i3 350M 2.26 GHz.
RAM: 4 GB.
HDD: 500 GB.
VGA: AMD 5450 Mobility with 1 GB dedicated memory.
Anti-virus product: ESET Endpoint Security 5.0.2122.1.

There are many things that can affect the speed of the browser on any system. Unfortunately, some of those things are out of our hands, and are a matter of user preferences. These include anti-virus software, plugins, and other software running on the system. Without specifics about your system configuration, installed software and running conditions, we cannot determine what is causing your system to perform slowly. We've also updated IE with two significant releases since IE9 which may improve your performance in these scenarios. Please understand that by running an older version of any browser against a newer version of any other brower may likely yield major performance differences.
