Description

1. With UAC turned off, a domain user that is a local Power User will not be able to open a link as a Tab.
2. With UAC turned off, a domain user that is a local User OR a local Administrator will be able to successfully open a link as a new Tab.

3. With UAC turned on, a domain user that is a local User, a local Power User or a local Administrator will be able to  successfully open a link as a new Tab.

Notes:
Opening a new tab by middle mouse clicking or right mouse clicking and then clicking "Open in new tab"
Tested on Domain joined Windows 7 Enterprise PC with IE10 installed, then retested with IE11 installed.

In further review, I found we have the GPO as "undefined" but the local security policy has UAC turned off.

We have the same issue except we have the group policy for the UAC as "not defined". Unfortunately we need the Power User group for some poorly written software products. Should we use a different group or is it required to have the UAC turned on?
