Description

Unlike other input elements <input type="file"> in not disabled when inside a disabled <fieldset> element. The element takes on a disabled appearance but remains active.

This appears to have been fixed in Microsoft Edge.

See http://jsfiddle.net/ylepikhov/gdfm4q9c/ for IE8+ css only workaround. It has limitations though.
