When using get-credential with both the credential and Message parameter, Get-Credential cmdlet displays the appropriate credential window, but fails to return an object, instead throws error "Parameter set cannot be resolved using the specified named parameters"

Those are different parameter sets. If you check help get-credential -full, you will note that there are two possible parameter sets. And -Credential and -Message are in DIFFERENT paramater sets. They cannot be mixed. By design.
