Using the File System Task, when a File is not found you would expect the Task to fail.
It does so correctly when Copying, Moving or Renaming Files but when Deleting a File, if the file is not found the Task succeeds.
This seems incompatible with the other processes. The FST should also fail when attempting to delete a file that doesn't exist.

Thank you for your submission. We have reviewed your information and understand the issue. However, we will not be able to include any change in the upcoming Katmai release. We have placed this issue in the queue for inclusion in the next release phase. Thank you for your interest and support of SSIS.

I'd suggest a property to control this behaviour, e.g. "Skip On File Not Exist". See my Validation comment for a bit more waffle on this.
