A cell with the formatting code of "P1" in Reporting Services will export to Excel with a formatting code of "[$-1010409]#,##0.0#%". This code will cause values that with a non-zero second decimal point to show two decimals, instead of one decimal point. 

For example:
Actual Number - 100.55
Displayed in RS - 100.5
Displayed in Excel - 100.55

We're running SSRS 2008 SP1 and this is still an issue. Is it fixed in R2?

This has been resolved in SQL Server 2008 Reporting Services. I would encourage you to download the upcoming CTP and make sure that you are seeing the behavior you expect.
