Description

Inserting a <reference> tag in a JScript file pointing to an embedded resource JScript file cause a compilation error when both the files are opened in the Visual Studio IDE. The error is:

Unable to copy file "obj\Debug\ClassLibrary.dll" to "bin\Debug\ClassLibrary.dll". The process cannot access the file 'bin\Debug\ClassLibrary.dll' because it is being used by another process.

I've attached a little project reproducing the issue

It appear that visual studio locks the assembly conteining the embedded resource to enable intellisense in the referencing file. When compilation starts the locked file cannot be overwrite by the compiler that throws the error.
